Twenty people were arrested in Norfolk during the celebrations on New Year's Eve.
Police confirmed officers had made 10 arrests in Norwich for offences including assault, drunk and disorderly as people saw in the new year.
Six people were arrested in King's Lynn and four were also arrested in Great Yarmouth for similar offences.
Superintendent Terry Lordan from Norfolk Constabulary said his team had "planned for months" to keep people safe.
He said: "Large numbers of people were out in Norfolk for the New Year’s Eve celebrations.
"It’s traditionally one of our busiest nights of the year and the policing operation is planned months in advance to make sure there are sufficient resources in place to keep people safe.
"Overall, the majority of people were in good spirits and brought in 2023 safely.
"We’d like to thank everyone for their support during the night and wish you all a happy and safe 2023."
It came after warnings from the superintendent and nursing chief Tricia D’Orsi about being careful if enjoying the celebrations.
Additional officers were out patrolling the county's nightlife on what is often regarded as the busiest night of the year for police.
The East of England Ambulance Service confirmed a second critical incident status last month amid a high volume of 999 calls and hospital handover delays.
By declaring a critical incident, NHS services in the region are focused on patients with the greatest need and can access wider support from health and care partners.
Tricia D’Orsi, director of nursing for NHS Norfolk and Waveney, said the NHS needed the public's help "now more than ever".
"Given the sustained pressures on our services and the healthcare system in Norfolk and Waveney right now, we need the public's help now more than ever," she said.

"If you’re celebrating the New Year, whether out with friends or at home, please know your alcohol limits and stay safe.
"Our emergency departments are for serious or life-threatening emergencies only, so please think carefully about what service you need when seeking health help over the weekend."
